If you are now in Singapore, just go to Chinese embassy in person for passport renewal.2

I had surfed the embassy website but could not confirm if there is any operating hours for the renewal of the passport. Could you advise the operating hours and the specific dept I should go to for my case.

You should visit the consular office of Chinese embassy in Singapore. Their office hours: 09:00-12:00, Monday - Friday, but you should arrive there before 11:30 for submission.1
