Weather in Beijing on 23rd January 2013

Hello ! I'm going to Peking on 23rd January 2013
Is it safe for us due to the cold weather?
Are there snowing?
If we go there can we still go to visit some nice places? such as shopping complex,great wall,silk etc? thanks !
