i am afghan student in china my passport is student passport i want go to Dubai tourist for a week

Please apply for a tourist visa from the embassy of UAE in Beijing.

i means i am afghan student in china, my passport is student possport with student possport can apply tourist visa ? if can the fee fo 2 weeks visa how much?

Yes, if only you have residence permit of China, you can apply for the visa to Dubai. You can call the embassy in Beijing directly by Tel: (+86)10 6532 7650, 6532 7651, 6532 7653 to confirm this and get the cost.
