I am a British passport holder now living permanently in Finland.

Am I able to apply for a single entry tourist visa at the Embassy of the People's Republic of China here in Finland? My holiday is planned for 18 April to 16 May 2013. I have been living in Finland since December 2011.

Yes, you can apply and get visa in Finland if you are permanent resident there. If you plan to visit in April, you can submit your application in Feb. or March. It is too early now.
