travel during chinese new year 2013

Hi, Happy New Year!I will be travelling to Taipei during the Chinese New Year, would be start from 13th Feb till 19th Feb 2013.How is the weather at that festive season?What kind of cloth should prepared?Have most of the businesses( shopping malls, travel destinations, etc) start operated since i will be dock there by 4th day of Chinese New Year?

It is cool and pleasant during that time with a proper temperature of 13~18C.  Lightly clothes are ok, such as long-sleeved T-shirts and light jackets. Many shopping malls and travel destinations will be operated as usual during that period.
