How to go to the Harbin Ice and Snow WOrld?

I will be staying at No.68 Ganshui Road, Xiangfang District, Harbin, Heilongjiang, 150000 China. Is it far from the Ice and Snow World? How long does it take by taxi? And is it difficult to find taxi in the city?
