Chinese tourist visa in Osaka

I'm a Spanish national Right now I'm in South India, very far away from any Chinese embassy. In a few week I'll fly to Bangkok (BKK) and from there to Osaka (KIX). After a few more weeks in KIX I plan to fly to China.
Question is, looks almost out of reach to get a Chinese tourist L in BKK if you're not in possesion of a Thai resident permit or long visa in that country. What about KIX? You have to be a foreigner with a Japanese resident permit to get it or it's enough go be a humble tourist a few days in Japan to get it for China in Osaka consulate? Anyone knows about reauirements there?

Hi, to apply in Japan is possible with your passport and entry record to Japan. But you need to apply through a local travel agency.
