About:72-Hour Visa-Free Transit

What does "passengers FROM the following country" mean?

I am a French citizen, travelling on Jan 7th from Bangkok (where I will spend my holidays) to Moscow (where I live) via China's capital city. Can I then visit this city during the 7-hour stopover?
I do not understand whether the list of 45 countries applies to the country where I travel from (Thailand) or the country of my passport (France).
I would be grateful if someone could answer as I have contacted an agency but the payment is on hold until I understand whether I am allowed to visit or not.

Since you hold French passport, you can visit the city during your 72-hour stopover for visa-free.
