Do I have to apply for a travel agency?

My name is Chan Phakkdey, currently staying in Japan as a graduate student. I am thinking of attending the conference in Hong Kong in February. I know I have to submit the visa application via the travel agency. What does travel agency here refer to? You mean the Air Company?
