is it ok if we use winter coat without hood in the middle of Dec in Beijing?

but we have muffler and winter hat...is it windy?

Well, it is OK to wear winter coat without hood if you have muffler and winter hat. It is windy and cold during that time. You'd better wear mask when going outside.
