Yo uhave to exit mainland China to apply for the visa in HK. A single entry one is enough for you to visit Tibet and Inner Mongolia, but you have to take part in a tour and ask the toru agency to apply for an Tibet entry permit for your trip to Tibet.

Hi, I don't think you can get a multiple entry. If you just need to stay two more months, a single entry or double entry is enough. My opinion for you is to apply for a L visa a week before your residence permit expires from your local Public Security Bureau. Generally, you will be granted 30 days, and then apply through a travel agency for the Tibet Travel Permit. If you need 30 days more, you can try to apply for an extension within mainland. To apply in HK then is only the last option.
