i'm planning to take the shuttle bus from t3 to t2 to catch a domestic flight after an internatioal arrival. however since it takes about 15 minutes, can i take the express train if i am pressed for time? will it take 5 minutes or so?

You can certainly catch the airport express. But the inter-terminal buses are more frequent than the express train. Also you have pay CNY25 for the express train, but the inter-terminal shuttle bus is for free.

How often the interterminal bus schedule to leave? I see in some posting every 30 mins other says 15 or 7. can you please clarify

The interminal buses are on schedule every 6-8min.
