Will the weather in Chengdu be cleared in Mid Feb to Mid March?

I plan on going that city and surrounding area such as Jiuzhai and huanglong in mid feb.
We want to see the best of it and take some nice photos so wondering if the weather will be clear?
and how the temp will be as to what kind of clothes to bring.
