oct 31, nov 01, 02 are these days considered as a holidays or a regular working days?

Hi, the visa Office of the Consular Section of the Chinese Embassy in the Philippines will be closed on Thursday, 1 November and Friday, 2 November, 2012, the All Saints Day.
