Overnight at Kunming airport...

What is the lounge hourly rate? Our flight has a 14 hour layover , during the night. Are transit visas given upon arrival if we wanted to stay at the hotel closest to the airport? Or do we need to pre-arrange this all? We are traveling with 2 young children. Thank you!
