About:Chinese Embassy in Romania

Hello, I want to apply for a Chinese Business visa, 1 entry, 90 days, for a Romanian employee.

Where should I send the documents? Could this be a scanned copy of the application? I already have the following documents: passport, passport picture, application form and the invitation letter. Applicant has to go to China on the 15th of October. Could you please advise

Where is the applicant now? the application should be submitted to Chinese embassy/consulate in the country where he/she works, or from Romania where he/she is from.
