About:Chinese Consulates in Japan

can I mail my visa application to the consulate in nagasaki?

I am an American living in Sasebo, Japan. I need a China visa to visit Shanghai in December. Can I mail all the documents including my passport to the consulate in Nagasaki, or do I have to go there in person?
