China visa on arrival for zhuhai, guangzhou and shenzhen

i will visit china with my friends on 13 Oct, 2012
we already make reservation for hotels and our itinerary is as follows
13-14 Oct Zhuhai
14-16 Oct Guangzhou
16-17 Oct Shenzhen
17-20 Oct Hongkong
our flight will be arrived at Hongkong on Oct 13. 2012
from HKIA we will take a ferry to Zhuhai.
one of my friend will not apply visa in our country. her passport will expired on march 27, 2013 so to avoid any fine charges she can only get her new passport on sept 27, 2012. the procces for new passport and apply visa in our country is about 9 working day for passport + 7 days for visa.
my questions :
is it possible for her to apply China visa when we arrived at Zhuhai port ?
can we use that china visa to enter Zhuhai, Guangzhou and Shenzhen ?
how long is the procces to get the china visa and how much it cost ?
is there any documents that we should prepare before we apply visa (other than passport) ?
