Can I appy for a new visa within China or must I leave and apply somewhere outside the country?

My current visa (type F) 0 entries, expires Oct 6th. Can I appy for a new visa within China or must I leave and apply somewhere outside the country? I was going to Hong Kong to apply, but was told this is no longer possible.
