Entry Visa Doubts

I have a Chinese visa of Multiple Entries and my visa says enter before 13th September 2012. Whether this means that i should enter on or before 13th September 2012 or one before that, please explain?

You can enter China at any time before 24:00 on 13th September. After that day, you visa expires and can not be used for entry.
