About:Macau Visa Policy

Vietnamese passport and Polish PR. Where to submit visa application?

Embassy of PRCh in PL didn't want to help.

You need to send your visa application directly to Immigration Department of Macau Public Security Police. You can refer to http://www.fsm.gov.mo/psp/eng/main.html
