Carry On Items for Domestic Chinese Flights

Are personal items (like a purse or camera) allowed in addition to the one carryon bag for domestic flights? What about bags for soveniers? Also, the 11 pound limit is quite small for a carryon. I weighed my normal bag and it was 9 pounds empty! Do they weigh the bags?
