Chinese citizen need to apply for a Japanese visa in advance from Japan embassy or consulate in China according to his residence. They are required to apply through a travel agency appointed by Japan embassy or consulate. Here is the agency list http://www.cn.emb-japan.go.jp/consular/visa_daili.htm by Japan Embassy in Beijing. So, better contact any of them for the latest requirements for tourist visa.
