Can an American Citizen traveling in Hong Kong obtain a visa to visit Shanghai?

Yes, you can apply for a China visa in Hong Kong through the Commissioner's Office of the Ministry of China Foreign Affairs. BTW, you can also find the China travel agency who provide visa service in HK International Airport if necessary.0
