About:Baggage Allowance for Chinese Domestic Flights

baggage allowance within china

If you have 1 free bag and have 2 bags to check, then do you just pay a fee for the second bag on that airline?

Yes, you are right. As for the domestic flights, only one bag can be checked for economic class seat and you have to pay for the second one. If you have a first class seat, you can have two bags checked.
