new bank account requirement- tourist visa

I am working in Beijing, my fiance is going to visit me here but his tourist visa application was denied because he was asked to submit bank certificate with 100000php (6months consistent daily balance), i believe this is a new requirement. He can only submit bank certificate with 100000php current balance (not maintained consistently for 6months). I cannot also sponsor him because my account here in China is newly opened. Is there any other way he can be grated with the Visa? Thank you in advance for your help.

I am afraid not, they want a Bank Certificate format from Metrobank with at least 100K. It is the new requirement for China visa application. So, better prepare it if she want to get visa to China.
