Can I submit my documents in Cebu City for applying china tourist visa?

I`m an Iranian resident physician that I`ve been training Radiology course for about 3 years in Cebu doctors university in Cebu City and I`ve been living in cebu city for around 3 years.I`m holding student visa during this time.I`d like to travel to china for one week by my unmarried philippino partner and I have all of requirements.we want to apply for our china tourist visa here in cebu city.Can I submit my documents in cebu consulate or do I have to refer to china embassy in Manila?And,how many days it does take to be issued a visa in Manila?
