About:Chinese Embassy in Canada

Tibet 1st, India then China. Do I need a double entry visa and a letter for both Tibet and China?

According to your travel plan, you need a double entry China tourist visa and a Tibet Travel Permit. But it is very hard to get this permit now. You can contact a travel agency and ask them if they can handle entry permit for a group of 5 tourists sharing the same nationality(this was the latest requirement from Tibet Travel Bureau).
