Have you got China visa yet? if yes, you are required to apply for the Tibet Travel Permit through a China travel agency, like this travel China Guide. You can call them at ( 86)29 85236688 Ext.333. As far as I know, the Tibet Travel Bureau banned the permit during July and August. So, contact the travel agency if they can get it in September.
