About:Tibet Travel Permit

Is it possible to go on a group tour with 1 person who is American and 1 person who is Canadian?

With the new travel restrictions including tour groups must be the same nationality- is it possible to go with 1 person who is American and 1 person who is Canadian?

According to the latest regulation, 5 or more than 5 persons with the same nationality can make up a tour group, holding a Tibet Travel Permit. Therefore, I don't think it works for only an American and a Canadian to Tibet together.
