About:China Visa Application in USA
Can I obtain a visa in person at the Houston Consulate if I live in Colorado?

Well whats the reason ? You must have a clear reason for this then its easy to get as you Identification is not from Houston . I recommend you to call the embassy and know if this is possible and over the phone you can give the reason too so they will say if its possible or not0

If you live in Colorado, you should submit your visa application to Consulate General of China in Chicago. Roshan is right, you'd better contact the consulate directly providing your reason.0
