You can apply for a China tourist visa in Italy where your passport was issued. Check https://www.travelchinaguide.com/embassy/italy.htm as a reference. If within consular jurisdiction of Chinese consulate in Rome or Milan, you need submit your application to Chinese Visa Application Service Centers (CVASC). Make sure to make an online appointment if go through the center. Consulate General of China in Firenze has not introduced CVASC for visa processing yet. For Chinese customs, you can refer to http://english.customs.gov.cn/publish/portal191/.
