Are the attractions in Lanzhou accessable by wheelchair/child buggy?

We will visit Lanzhou in the first week of August for adoption purposes. We hope to see some of the attractions in Lanzhou such as Zhongshan bridge, Waterwheel Garden and White Pagoda Park / Five Springs Park. Can you tell me which of these attractions are easily accessable by wheelchair / child buggy, because our daughter cannot walk and needs to be in a wheelchair or buggy all the time.
