Do I require Original invitation letter from an authorized organisation for Tourist Visa

If I have a group toursit group of 25 people or more from all over Pakistan (different region), do I require to get the Original invitation or confirmation letter (used to be called Visa Notice) from an authorized government organization like the local foreign affairs office in China;
