going back to renew visa

Got an visa extension for 2 consecutive times here in china, one is tourist visa and then converted it to business visa, since i need to stay longer they ask me to go back to the Philippines and renew my visa from there, because there's a new policy that a person can only renew a visa once, would there be a problem if i go back to the Philippines? by the why the Chinese consulates are asking for the visa notice for business visa, why is that so?

The visa policies may change from time to time. If the local public security bureau said so, then no body could help you. As for the visa notice for business visa, maybe only the China embassy or consulate who will issue the visa for you may give you an accurate answer. Embassy of your country may have the reciprocal requirements for Chinese citizens.
