what does the entrusted person need to have to apply for me and to pick up the visa as well??

I live in minnesota and a frined of mine who will be going to china with me will be getting his visa and I am entrusting him to apply for my visa as well but do not know what he will need to apply for me as well as pick up the visa when it is done??
