how can i get tibet travel permit

Can you inform me about new rules of geting Tibet Permit? As I understand, it must be 3 or 4 people of same nationality?

Now, it must be 5 at least with the same nationality. The Tibet Travel Permit can only be applied through travel agency. So, if you have interest to visit Tibet, you need to contact an agency first, they may able to arrange a group with others. The application for this Permit can only be handed in to the Tibet Travel Bureau a week before your departure date to Tibet.
