You can not apply for China tourist visa in South Korea if you are temporary visitor there. ARC valid for 6 months is required for visa application. If possible, you can arrange few days visit to HK and apply in HK through the Office of the Ministry of China Foreign Affairs. It can be done within 1-4 days.
