Visa for hong kong residents and pakistani nationals

Hi, my husband and I hold a resident visa of Hong Kong (he is working in a bank here). My sister will be Visiting us from Pakistan in June and we would like to visit macau for 3-4 days. Do we need a visa to visit Macau as we are residents of HK? What is the process of getting a macau visa in pakistan? Would she require an invitation letter from a hotel in Macau? Her travel agent is telling her that some approval is needed from ministry in china? Is that right?

If you hold a Hong Kong Identity Card, Hong Kong Permanent Identity Card or Re-entry Permit, then you are not required visa to Macao. Chinese Embassies in Pakistan accepts Macao visa application, she need to prepare following documents:
1. A completed application form;
2. Copy of the bio data page and used pages in a valid passport/travel document;
3. Document of financial status (e.g. bank statement, deposit in savings account, tax payment receipt, employment certificate, etc.);
4. Document of transportation to Macao and accommodation arrangement (e.g. round-trip air tickets and hotel room reservation receipts, etc.);
5. Document to prove the purpose of visit (e.g. copy of residence document of the family in Macao, Macao ID card of the family in Macao/document of kinship, etc.);
6. Inside pages in the travel document which had been used for admission to Macao (if any);
7. Valid entry visa or residence visa/permit of other countries or regions (if any).
The application may need to approved by PSP of Macao, not from ministry in China.

With reference to your answer above, for point no 5, we don't have any family members in Macau and would be staying at a hotel. Would letter from hotel be sufficient to prove purpose of visit? Also, would the embassy send the application for PSP approval themselves?

Hotel room reservation is ok for purpose of tourism. As far as I know almost all applications need to be sent to macao PSP for approval. The processing takes about one month in general.
