HK VISA question continue

I have my brother in law residing with work permit in honk kong. Can he be a supprot in getting Visa earlier than the normal time taken? I am planning to send all the required documents to him by DHL. Will that help in reducing time to get visa for HK. He will also be sponsoring me but that is just an add.
