if Foreigners married in the China,they can get really residence permit?

1.No, I am afraid not.
2.China has strict policies over resident permit. As to your condition, you can not get the residence permit.

You can be granted a temporary residence permit valid for one year each time at most if you get married with a Chinese. And it is almost the best status for foreigners with Chinese family in China.
