Can a New Zealand passport holder get a visa on arrival at Guangzhou airport?

No sir, China visa policy requires almost every applicants to get China visa in advance. VOA gives only to seldom, let say, cases of emergency. Or if you just transit in the airport, no visa is required if your stop is less than 24 hours without leaving the airport.
