Applying for Visa in Canada as foreigner

Hello, I am an italian citizen living in Montreal with a student permit. I am planning to go to china for tourism in august, after my canadian period, but I will not have time to apply for a visa in my own country.
Can I apply directly to chinese consulate in Montreal?
