You need to apply for a China transit visa in advance if you plan to leave the airport. However, you may also apply for a 24-hour stay permit at the airport for your exit from the airport with your air ticket to Singapore and your passport, but try to confirm with the air company whether you are able to get the stay permit or not ahead.
