If he/she won't leave the airport during the 19-hour transit in Guangzhou, no visa will be needed. He/she is in kabul, so he/she will apply for the visa from the China Embassy in the home country. The visa fee is 30 US dollars. The normaly process takes 4 working days, but there may be express service provided.
