Employee family visa

I am an Indian , working in China . i want to bring my family ,
i checked with " Foreign affairs office of municipal peoples government of Shenzhen " to provide an Invitation letter for my family members . They replied , ( for an applicant who have already accrued an employment Z visa , their family members do not need to apply for the "Confirmation letter of Invitation" when moving to china . They can proceed to apply for a working visa at their local chines consulate .
As per this i can apply Z visa for my family with out Invitation letter ? or what are the documents needed for applying Z visa to Chines consulate in India , exempt "Invitation letter" for my family .

Your family can apply for a China dependant Z visa to stay in China with you with the documents below:
1. their passports that have over 6 months validity (18 months and more left if intended stay in China is more than one year) and more than 2 blank pages.
2. photocopies of the personal information pages of their passport
3. completely filled China visa appliation forms affixed with a passport standard photo (application form for the kids under 18 years old shoudl be filled and signed by one of the parent
4. Covering letter from applicant.
5. Physical Examination Record for Foreigner issued by doctors from an Indian state hospital.
6. proof of your relationship such as marriage certificate or birth certificate
7. documents proving their status as dependents.
8. Invitation letter of duly authorized unit in China

It seems that the invitation letter is required, since it is indeed listed on the official website of the China Visa Application Service Center in India.
