If you remain in the Beijing airport, a transit visa is not required, if you want to leave the airport to visit Beijing during the 11 hours stopover, a transit visa is required, if you don't have time to apply for it, when you arrive in the airport, please show your flight tickets and valid passport to apply for 24 hours stay permit, then you can exit the airport to visit Beijing.
