About:Chinese Embassy in Canada
can I get $6000 with HK birth certificate here in Vancouver without the HK ID card?

I'm afraid you are not able to get the $6000, since it is given to the holders of a valid Hong Kong Permanent Identity Card (HKPIC) aged 18 or above
