Concerning EU-passport holder applying for a visitors-visa to China at Embassy in Astana

Dear all
I'm a EU-passport holder, in Kazakhstan on a tourist-visa and planning to go to China in a month. I have the documents and invitation from a friend in Beijing ready for a Chinese visitors-visa.
On a website like thisis does look like one can apply in Astana, but I simply don't know if it implies having a work-permit or residence in Kazakhstan (again: I'm merely a tourist).

Does anyone have more information on this: Chinese-visitors-visa obtained in Astana by an EU tourist?

As far as I can see this exact question didn't show up in the FAQ (more questions etc.). Apologies if it does.
Warm regards-
Adam

Adam, your application will be denied in Kazakhstan because you are a tourist there. A work permit or residence permit valid for at least 6 months is required for non-Kazak applicants.
