I am an Indian and has already been to china before. Can I get visa on arrival from louho port

Yes, it's possible. However, you can just get a Shenzhen Special Zone visa. With it you may just stay in Shenzhen for at most 5 days, and you will be not permitted to enter any other Chinese city.
